I read on Sourceforge that the developer of Atscap is revoking the GPL license of its software. I am of the non-legal opinion that this cannot be done.

Can you revoke the GPL?
The GPL states that you cannot. But the GPL is a license, not the law. Copyright law can be a strange beast, and the courts have never ruled on this one.
