There are a lot of web applications being developed today which are specifically designed to be accessed over a network. This distribution model has a unique characteristic in that the distribution model excludes it from most of the requirements in the normal GPL. The AGPLv3 is meant to serve this distribution model, and ensure that end users have access to the source code of the software, which is a good thing!
